The term Felony is not actually used in the Australian Police Force.

The incident scene was filmed on Bunnerong Rd Matraville near the site of a real Police accident where a Police car came over the crest at speed, getting airborne, losing control and hit a child killing the child. His incident occurred in the 1990's from memory.

The song playing while Malcolm is driving before the accident is "Avalon" by Roxy Music, and its first lines seem to describe exactly the events before the incident. Though not necessarily heard in the movie, the lyrics says: "Now the party is over/I'm so tired/then I see you coming out of nowhere". Malcolm exited from a party, he was quite tired and even sleeping behind the wheels, then the kid in the bike appears all of sudden.
