The sincere police officer gets transferred 22 times in five years. They shunt him out of the state and to Mumbai. Vijay Khanna gets cracking when a deputy collector is set ablaze while he is capturing the illegal activities of the oil mafia on his mobile phone. Mala who is visitng from New York for a friend’s wedding is an eye witness to the murder. Vijay makes her the prime wittness and makes arrangements for her to stay with him in his own house. He partners with the local strongman, Sher Khan to identify the collector's murderer. He is caught but just before he can be taken to the court, he is found dead in the police station. With the help of the crime reporter Dev he identifies Rudra Pratap Teja as the don of the oil mafia. Rudra Pratap Teja meets a gory end at the hands of the ACP.

There were reports that Sonu Sood and Arjun Rampal were being considered for the role but Sood suffered an unfortunate injury during the CCL match and had to be replaced with Srihari.

The movie was shot simultaneously in Hindi and Telugu, and is a remake of the 1973 Hindi movie, 'Zanjeer'. While the Telugu version was called 'Thoofan', the Hindi version retained the original name.
