In the 1970's, Korea is under the complete control of president Park who also controls KCIA, an organization that controls every branch of government. In the midst of the reign of fear, former KCIA director PARK Yong-gak who knows about the operations suddenly exiles to USA to start the "Koreagate" operation. Tensions escalate when the stifling political manipulations of all of the second-in-commands unravels.
