Undercover FBI agent Gracie Hart shows no signs of having any femininity in her demeanor or appearance. Generally a bright and capable agent, she is in trouble at work when she makes an error in judgment in a case which results in a near disaster. As such, one of her by-the-books colleagues, Eric Matthews, who has never shown any inclination of thinking outside the box, is assigned to lead the high profile case of a terrorist coined The Citizen instead of her, while she is facing possible disciplinary action. Gracie pieces together the evidence to determine that The Citizen's next target will be the Miss United States beauty pageant. The pageant represents everything that Gracie abhors. Despite Gracie's mannish demeanor, Eric, with no other undercover female agent remotely fitting the demographic, assigns her to go undercover as a pageant contestant to see if she can flush out The Citizen, who is perhaps one of the other contestants. Although the pageant administration, led by former winner Cathy Morningside and long time host Stan Fields, provide the FBI with access to the pageant, Cathy in particular is less than thrilled to have a non-credible Gracie posing as a contestant which she feels will ruin the pageant. The FBI enlist the assistance of former pageant contestant coach Victor Melling, who is facing his own disgrace associated with the pageant, to do the near impossible task of transforming Gracie, not only into a woman, but a credible beauty pageant contestant. As Gracie proceeds in the transformation, she gets to know the other contestants, not only as potential criminals, but also as real people. She also discovers that another sinister element is present at the pageant. She will do whatever it takes to quash that element and protect her new friends, namely the other innocent contestants. But now displaying some femininity, Gracie begins to have more womanly feelings herself and in turn attracts the attention of men, one in particular about who she is happy.

When Gracie is giving her final interview, the audio says, "I will take them out." But, the visual very clearly shows her saying, "I will take them down."

When Eric is trying to convince Gracie to do the pageant in the beginning in the gym, he says, "It wouldn't be like that. You'd be an important member of the undercover team." She says, "Yeah, in a thong." After she says that you can clearly see that in the next shot where she is kicking the dummy in the head that she is saying thong again.

Throughout the entire movie Ms. California is known as Leslie Davis but when she becomes one of the top five finalists Stan calls her Leslie Williams.

When the Russian appears to be choking, Gracie says twice "he's turning purple", implying that he is not able to breathe. However, throughout the scene he makes sounds, which could not happen if he was not getting air. (The Heimlich maneuver should only be used if the victim can't make any sound at all.) In any case, the airway of an adult man is too large to be obstructed by a peanut. Possibly the filmmakers intended the Russian to be faking it, and Gracie to be mistaken about everything, not just her course of action but also the reason for it.

Cheryl hits Gracie with the roses and all the petals fly off. Later Cheryl is seen with the rose petals still attached.

Miss Ohio is played by two very different-looking actresses.

When Miss Rhode Island is doing her flaming baton routine, the batons are clearly scorched black, but when her routine is over they appear unscorched, without having been extinguished.

When about to go out onto the stage for the top ten finalists, one of the girls puts curlers into Gracies hair, when she comes out onto stage her hair is perfectly straight.

When Gracie enters the dressing room in her swimsuit she has a towel wrapped around her, covering the pin, but the men are able to see the dressing room on their monitor.

Factual Mistake
When Gracie jumps the man in the audience because he has a gun showing in his waist, Kathy Morningside states "of course he has a gun. This is Texas..." Actually carrying a handgun the way he did, where it was readily visible is considered 'open carry' and is illegal in Texas.
Cheryl "Rhode Island's" answer to the question "What is your idea of a perfect date?" was actually used as an answer in a real beauty pageant.

The scene with Gracie coming home after the mission in the restaurant was only scripted as "Gracie comes home and starts boxing." The rest (tripping, kicking the bed, microwave oven) was ad-libbed by Sandra Bullock.

Heather Burns aka Miss Rhode Island had to learn how to twirl a baton for her role, but drew the line at twirling a fire baton. The crew brought in a professional for the pageant scenes.

There was originally supposed to be a storyline which included Gracie's mother. In the first scene after young Gracie gets in trouble for beating up the two boys, her mother was called in to the school to reprimand her daughter. The story behind her mother was that she was a top FBI agent who was killed in the line of duty and Gracie became an agent to make her mother proud. This was cut because director Donald Petrie thought the whole story was too much and that Sandra Bullock was already bringing enough sympathy to the character without having to bring in another storyline.

Jennifer Gareis who plays Tina, Miss New York's lover sitting in the audience at the pageant, was actually cast as the original Miss New Jersey. Originally there was a scene where Gracie and Eric confront her at the gym and ask her to relinquish her title. Director Donald Petrie cut this scene because he wanted the story to move along faster. When he decided to cut her part out he felt bad asked her if she would like to come back as Tina.

There is a scene from the trailer, which is missing in the final version of the film: Her father asks her if she's a lesbian. She laughs and answers "I wish".

Heather Burns came into the audition with long brown hair. Director Donald Petrie liked her but thought she looked too much like Sandra Bullock so he asked that her hair be cut and dyed dark blonde.
