Major Balbir Singh Sodhi (Amitabh Bachchan) attempts to kill the Indian Home Minister Veer Bhadra Singh (Danny Denzongpa) but is unsuccessful. He has been identified, and the army is on the look-out for him to court-martial him. They suspect that he has assumed a new identity, that of Devraj Hathoda alias Dadabhai. Major Ajit Arya (Nana Patekar) is assigned the task to investigate this, and he successfully manages to lure Balbir into admitting his true identity. Then Balbir clarifies to Ajit what his motive was behind his assasination attempts on the life of the Home Minister, and Ajit decides to join forces with Balbir to expose the Home Minister. Then terrorist Ghafoor Changezi announces that no worshipper will be permitted to visit the Holy Shrine of Mata Sheravali during the Navratri Fest, and the Home Minister accepts the challenge, in order to make himself even more popular. Balbir and Ajit must now act to stop the terrorists, little do they realize that the Home Minister and terrorist Changezi's agenda is one and the same.

Nana Patekar wasn't too keen to sign the movie and rejected it the first time it was offered to him. The producers were thinking of signing up Jackie Shroff instead, but when they approached Nana Patekar a second time, he decided to join the cast, so Shroff was given a small cameo in the movie.

Mehul Kumar wanted to make another film with Amitabh Bachchan after his box office disaster Mrityudaata (1997). The movie was titled "Aye Watan Tere Liye" and the initial cast was Amitabh Bachchan, Dimple Kapadia, Arshad Warsi and Karisma Kapoor. The script was scrapped and the director decided to make "Kohram" instead.

It was apparently believed that Amitabh wasn't too fond of reuniting with Mehul Kumar after the way Mrityudaata fared, but because he committed to the director before Mrityudaata, he decided to do the movie.

Director Mehul Kumar's daughter Jahan Bloch played the role of Amitabh Bachchan's child in the film.

Amitabh Bachchan was paid ten million rupees to sign on to the film, and another 20 million rupees to finish it.

The movie was dedicated to the Indian soldiers who died in "Operation Vijay", the Kargil war in 1999 against Pakistan.

Jayantilal Gada of PEN who financed the film, filed charges against director Mehul Kumar for non payment of his dues under section 138 of the Negotiable Instruments Act.

Danny Denzongpa's character "Minister Veerbhadra Singh" was based on Northern India's state Himachal Pradesh former chief minister Virbhadra Singh who got a restraining order from the High Court to stop screening or televising of the film in the state. The ministers petitioned that in the movie he, his actions, his character and public life had been adversely commented upon by stating allegations, which were false, scandalous and defamatory.

At the film's Mahurat, the director requested actors Amitabh Bachchan and Nana Patekar to reveal the movie's title to the media, a huge poster with the movies title was behind curtain drapes and both the actors opened the curtains.
