An underworld kingpin name JK is involved in terrorism as well as criminal activities, not to mention intervening in government affairs. When an honest police inspector, Srivastav attempts to expose JK he is framed and evidence is tampered with in such a way that he is unable to prove his innocence. As a result, he succumbs to frustration and despair by hanging himself, leaving behind his innocent wife and son. Years later, his son grows up an become a police inspector like his dad; inspector Vijay Kumar Srivastav; but he's nothing like his father. He turns a blind eye to criminal activities, is totally corrupt and accepts bribes to let off petty crooks. Then, the entire city is abuzz with news of a man in black clothing who calls himself "Shahenshah"; he operates as a Judge in the night, giving his verdict against his victims and killing them, executioner style. It looks like this man will get his hands on JK before the police can, and might well ruin the image of corrupt police inspector like Vijay Kumar Srivastav. Will there be a clash between Inspector Vijay and the Shahenshah?

The story of this movie was written by Amitabh Bachchan's wife, Jaya Bachchan.

This film marked Bachchan's comeback after a three year hiatus during which he had entered politics.

This film was based on an old 'B' grade Indian stunt film 'Shabnam' starring Mehmood, L.Vijaylakshmi and Jeevan.

Inder Raj Anand wrote the climax of the film in his deathbed, and passed away before its release.

The movie was scheduled to release on 12 February 1988, but because fans of Amitabh Bachchan could not wait his comeback, the movie was released a day early.

Amitabh Bachchan's metal arm accessory weighed more than 14 kilos. A trying time for the actor who suffers from Myasthenia Gravis.

The director was working under immense pressure with Amrish Puri's final schedule for the film. If all the scenes were not shot with Amrish Puri the director would have faced financial implication if Amrish Puri's hadn't completed his work as he was going on an outdoor shoot the next day for another movie.

The team of Kaun Jeeta Kaun Haara (1988) managed to get actor Amitabh Bachchan and director Tinnu Anand to do a guest appearance as themselves in their film, whilst production of Shahenshah. Amitabh's car breakdowns whilst his on his way for shooting, the director and production team are waiting for the star to appear, so shooting can resume.
