An underworld kingpin name JK is involved in terrorism as well as criminal activities, not to mention intervening in government affairs. When an honest police inspector, Srivastav attempts to expose JK he is framed and evidence is tampered with in such a way that he is unable to prove his innocence. As a result, he succumbs to frustration and despair by hanging himself, leaving behind his innocent wife and son.
Years later, his son grows up an become a police inspector like his dad; inspector Vijay Kumar Srivastav; but he's nothing like his father. He turns a blind eye to criminal activities, is totally corrupt and accepts bribes to let off petty crooks.
Then, the entire city is abuzz with news of a man in black clothing who calls himself "Shahenshah"; he operates as a Judge in the night, giving his verdict against his victims and killing them, executioner style. It looks like this man will get his hands on JK before the police can, and might well ruin the image of corrupt police inspector like Vijay Kumar Srivastav. Will there be a clash between Inspector Vijay and the Shahenshah?
